Webinar Speakers

Gail C. Bernstein is general counsel of the Investment Adviser Association (IAA), the leading association advancing the interests of fiduciary investment adviser firms. Bernstein has responsibility for legal matters affecting the IAA and for the development and execution of the IAA’s regulatory advocacy and engagement on behalf of its members. She is also responsible for working with IAA members on legal, regulatory, and compliance issues affecting investment advisers. She joined the IAA in 2017 from the law firm of WilmerHale in Washington, D.C., where she had been both a special counsel and a partner in the Securities Department. She earned her law degree from Harvard Law School and, after law school, clerked for the Honorable Douglas P. Woodlock of the U.S. District Court for the District of Massachusetts. 

Mark D. Cahn is a partner at WilmerHale. His practice focuses on government and internal investigations, enforcement proceedings and litigation involving financial institutions, individuals and public companies. Throughout his legal career, Cahn has represented clients in internal corporate investigations, enforcement proceedings involving the SEC, FINRA and other regulatory bodies, and in federal and state court litigation. He first joined WilmerHale in 1988 and rejoined the firm after serving as General Counsel at the SEC from 2011 to 2013, and as Deputy General Counsel for Litigation and Adjudication at the SEC from 2009 to 2011, overseeing the SEC’s litigation, appellate and adjudication functions. He earned a B.A. from Tufts University and a J.D. from Yale Law School. 

Kelly Dunbar is a partner and leader of WilmerHale’s Administrative Law Group. His practice focuses on government and regulatory litigation, administrative rulemakings, general constitutional and civil litigation, and appellate matters. He regularly counsels clients regarding regulatory strategy and litigation, represents them before administrative agencies, and litigates APA, constitutional, and other matters in federal district and appellate courts across the country in cases involving state or federal agencies or regulatory regimes. Dunbar joined the firm after serving as an attorney-adviser in the Office of Legal Counsel at the Department of Justice, where he worked on a range of APA, constitutional, executive privilege, and statutory issues. He earned a B.A. and M.A. from Baylor University, and a J.D. from Yale Law School.
